뉴섬 주지사는 음식점과 사무실을 포함하여 캘리포니아에 있는 더 많은 기업들이 재개업할 수 있도록 주 전역의 재택 명령의 수정사항을 발표했다.

 

레스토랑에서 고객들이 식사를 할 수 있게 재개하려면 다음을 총족해야 한다:

• 일회용 메뉴 또는 메뉴를 온라인으로 게시하여 고객이 자신의 스마트폰으로 볼 수 있게 메뉴를 제공해야 함.
• 테이블에 식기류, 냅킨과 컵이 미리 준비되어 있으면 안 된다.
• 소금/후추, 케첩 등 공유 소스 사용 금지
• 고객에게 커틀러리를 냅킨으로 싸서 제공해야 한다.
• 남은 음식을 테이크아웃 할 경우, 테이크아웃 용기는 고객이 직접 채워야 한다 (부엌에서 또는 직원이 해서는 안 됨)
• 고객 사용 후, 사용한 테이블, 의자 등을 소독해야 한다
• 테이블에서 음식 준비할 수 없음 (과카몰리 등)
• 레스토랑 내부의 바는 닫힌 상태로 유지해야함

고객들도 식당에서는 음식을 먹지 않을 때 마스크를 착용해야 한다.

 

라이센스가 있는 식당은 식사와 함께 판매함에 한해서 주류 및 칵테일을 판매하여 “투고”로 주류를 판매할 수 있다.

 

뉴섬은 또한 근로자들이 원격으로 일할 수 없는 경우 건물을 다시 개방하기 위한 가이드라인을 발표했다. 회사를 재개하려면 다음과 같은 새로운 규칙을 따라야 한다:

• 안전 및 셀프 스크리닝에 대한 직원 교육
• 직원을 위해 매일 온도 및 증상 선별 검사 실행
• 직원 사이에 6피트 간격을 두도록 사무실 공간 재설계
• 공통 영역을 닫거나 제한
• 휴게실, 엘리베이터 등과 같이 교통량이 많은 구간은 더 꼼꼼히 청소
• 직원이 개인 작업 영역을 소독하도록 요구
• 직원이 악수를 피하도록 요구
• 사람들이 더 넓은 공간을 확보할 수 있도록 근무 시간 조정 또는 수정
• 더 많은 외부 공기를 유입시키기 위한 시스템 설치 고려
• 고용주는 근로자에게 필요한 모든 보호장비를 제공하고 직원들이 사용할 것을 보장해야 한다.
• 다른 직원들과 함께 있을때 마스크를 착용해야 한다. 사물실에서, 차에서 등 다른 사람들과 있을때 반드시 마스크를 착용해야 한다.
• 전화기, 사무용품 등을 나눠 쓰면 안 된다. 보호장비(장갑, 마스크)를 나눠쓰지 마시오. 만약 사무용품을 나눠써야 할 경우, 그때그때 소독해야한다 (예: 복사기, 팩스, 프린터, 전화, 키보드, 스테이플러, 리셉션 구역, 공용 워크스테이션 등)
• 위생 시설이 항상 준비되어 있도록 재고를 유지해야 하며 비누, 종이 타월 및 손 소독제 제공을 철저히 해야 한다.

 

현재 재개업을 시작할 수 있는 다른 업체는 쇼핑몰 (픽업 전용), 야외 박물관, 식물원, 세차장, 애완동물 미용 서비스 및 개 산책 서비스가 있다.

 

야외 쇼핑센터를 포함한 쇼핑몰의 경우 픽업을 위해 재개하려면 다음 사항을 수행해야 한다:

• 다른 리테일사업과 유사한 직원 교육 및 청소 절차를 따라야 함
• ATM 및 벤치와 같은 사람들이 자주 만지는 공간을 자주 소독해야 한다
• 공공 식수대를 운영해서는 안 된다
• 가능하면 신용카드를 사용하도록 하고 핸즈프리 결제 시스템을 설치해야 한다

 

야외 박물관은 사람들이 서로 간의 거리를 유지할 수 있도록 그룹 투어를 중단하고 최대 수용인원을 낮춰 여러 출입구 및 전시 장소를 만들어야 한다.

 

뉴섬 주지사는 재택 명령에 대한 수정이 주 차원에서 이루어지고 있다고 강조했지만 지역 공중 보건 지도자들은 원할 경우 더 천천히 늦춰서 진행할 수 있다고 한다.

Gov. Newsom releases guidelines to reopen dine-in restaurants, malls, offices and more in California

 

Gov. Gavin Newsom announced modifications to the statewide stay-at-home order Tuesday to allow more businesses in California to reopen, including dine-in restaurants, shopping malls and offices.

In order to open for sit-down or dine-in service, restaurants must:

• Have disposable menus or post menus online so diners can view them on their own devices
• Cutlery, napkins and cups should not be "pre-set" on the table before diners sit down
• Avoid use of shared condiments (salt shakers, ketchup, etc.)
• Pre-roll utensils in napkins before giving them to customers
• Takeout containers for leftovers must be filled by customers (not kitchen or wait staff)
• Thoroughly clean tables, chairs, etc. after each group's use
• No table-side food preparation (such as for guacamole)
• Bar areas inside restaurants should stay closed

Diners should also wear masks inside restaurants when they aren't eating.

 

Another bit of good news: The loosened restrictions on takeout alcohol continue. "Licensed restaurants may sell "to-go" alcoholic beverages, prepared drinks, and pre-mixed cocktails provided they are sold and delivered to customers in conjunction with the sale and delivery of a meal/meals," read the new state guidelines.

 

Newsom said the state has also developed guidelines for office buildings to reopen if workers are not able to work remotely. In order to open, companies must follow these new rules:

• Train employees on safety and self-screening
• Do temperature and/or symptom screenings daily for employees
• Redesign office spaces to allow for 6 feet of spacing between workers
• Close or restrict common areas
• Do extra cleaning on high-traffic areas like break rooms, elevators, etc.
• Require employees to disinfect personal work areas
• Require employees to avoid handshakes
• Adjust or modify hours to allow people to better space out
• Consider installing systems to bring more outside air in

Other businesses that may now start reopening include shopping malls (for pickup only), outdoor museums, botanical gardens, car washes, pet grooming service and dog walking services.

For malls, including outdoor shopping centers and strip malls, to reopen for pickup, they must:

• Follow similar employee training and cleaning procedures as other retail businesses
• Frequently disinfect high-touch surfaces (like ATMs and benches)
• Turn off public drinking fountains
• Encourage the use of credit cards and install hands-free payment systems where possible

Outdoor museums are being asked to keep maximum capacity low, create different entry and exhibit points so people don't have to pass each other in close proximity, discontinue group tours, close interactive exhibits and more. (See full guidelines here.)

Newsom emphasized the modifications to the stay-at-home order are being made at the state level, but local public health leaders can choose to move slower if they so choose. For example, even though much of the state moved to reopen retail businesses for pickup last week, many Bay Area counties have chosen to delay those reopenings to mid-May.
